The built-in oacDummyPolyExtension layer array constraint specifies the required extension of dummy poly shapes beyond the adjacent shapes on the active layer. If a gate is already joined to another gate above or below, the constraint does not apply. The first layer is the gate layer, the second is the dummy gate layer and the third is the active layer. This constraint uses a parameter to specify the maximum ghost poly width at which it applies.
