The built-in layer pair constraint, oacMinRedundantViaSetback, specifies the metal enclosure required on a metal layer when redundant vias are aligned on the same edge of that metal layer. This constraint is associated with a cut layer and the metal layer, where layer1 is the cut layer and layer2 is the metal layer.
